The sustainability of South African agriculture depends, among other things, on strong commodity organisations in which producers represent their own interests, elect their leaders and make decisions collectively. TLU SA therefore regrets the establishment of a new Red Meat Forum by Vrystaat Landbou, which is inviting producers from across the country to join and raising questions about the future role and position of the existing Red Meat Producers\u2019 Organisation (RPO).<\/p>\n
Vrystaat Landbou recently announced the establishment of the Red Meat Forum. The forum aims to identify challenges at grassroots level, promote producers\u2019 interests and strengthen cooperation within the red meat industry. Although the initiative originated in the Free State, membership is open to primary red meat producers from across South Africa.<\/p>\n
According to TLU SA, it is precisely the national scope of this initiative that raises concerns. A new structure seeking to involve the same producers as an existing commodity organisation could create uncertainty and weaken the collective representation of red meat producers.<\/p>\n
\u201cTLU SA has a general council resolution stating that we support our commodity organisations. These organisations belong to farmers, and producers themselves do the talking. They elect their leaders, who make decisions on behalf of the organisation. This is how producers\u2019 interests should be advanced through specialised structures,\u201d says Bennie van Zyl, General Manager of TLU SA.<\/p>\n
Van Zyl emphasises that differences of opinion regarding decisions within a commodity organisation do not necessarily justify establishing a new structure. Instead, producers should participate actively in existing processes, hold their leaders accountable and make their voices heard.<\/p>\n
\u201cWhen a farmer walks away from an existing organisation because he disagrees with certain decisions, but no longer participates actively in bringing about change, it is a sad situation. The answer does not necessarily lie in establishing yet another organisation, but in participation, accountability and strengthening the structures that already exist,\u201d says Van Zyl.<\/p>\n
Prof. Andries Raath, Regional Manager of TLU SA\u2019s Free State region, points out that the initiative affects producers in all provinces and could consequently create uncertainty about existing representation mechanisms.<\/p>\n
\u201cCommodity organisations are specialised entities, each operating within its own field. They exist to advance producers\u2019 interests within a particular industry. When parallel structures emerge that seek to involve the same producers, the question arises as to how these structures will work together for the benefit of the industry, and whether they might instead weaken existing representation,\u201d says Raath.<\/p>\n
TLU SA is concerned that the new forum could weaken the position of the RPO and cause further division within the red meat industry. The organisation believes that the challenges facing producers require a united approach, particularly at a time when the industry needs strong cooperation and purposeful action.<\/p>\n
\u201cWe cannot afford to have producers\u2019 energy and attention consumed by fragmentation. The agricultural sector needs strong, knowledgeable and established organisations that can fulfil their respective responsibilities and effectively advance producers\u2019 interests. Where problems exist, they should be addressed through participation and constructive dialogue,\u201d says Van Zyl.<\/p>\n
TLU SA\u2019s policy position is that producers should be encouraged to participate actively in and support their commodity organisations. This does not mean that existing structures are above criticism. On the contrary, producers must hold their organisations accountable and help ensure, through participation, that decisions reflect their needs and interests.<\/p>\n
The organisation therefore wishes to engage with Vrystaat Landbou to clarify the objectives of the Red Meat Forum, its intended relationship with the RPO and other existing structures, as well as the long-term direction envisaged for the initiative. TLU SA also wishes to communicate its position to Vrystaat Landbou on the importance of cooperation and strengthening existing commodity organisations.<\/p>\n
\u201cIt is important to engage in discussions before uncertainty and division increase further. We want to understand what Vrystaat Landbou intends to achieve with this initiative and how it will affect the existing representation of red meat producers. The interests of producers and the red meat industry as a whole must remain the priority,\u201d says Raath.<\/p>\n
\u201cTLU SA stands for strengthening existing commodity organisations and for an agricultural sector in which producers work together to address common challenges. In these uncertain times, we must provide leadership and stay the course. We cannot afford further fragmentation.
