\u201cIemand moet die Nasionale Kommissaris van Polisie, Riah Phiyega, asseblief help met die vertolking van plaasmoord statistieke.\u201d So s\u00ea TLU SA se Adjunk-President en Voorsitter van die Veiligheidskomitee, mnr. Henry Geldenhuys, na aanleiding van die kommissaris se voorlegging aan die Menseregte Kommissie (MRK) waarin sy meld dat plaasmoorde afneem, en dat daar geen verskil is tussen \u2019n plaasmoord en \u2019n ander moord nie.<\/p>\n

TLU SA het sy syfers vir plaasmoorde tot en met die einde van September vrygestel. Daarvolgens blyk dit dat daar vanjaar 53 plaasmoorde plaasgevind het in 210 aanvalle. Dit verteenwoordig \u2019n skerp styging teenoor 2013, toe daar tot die einde van September 43 plaasmoorde plaasgevind het in 164 aanvalle. \u201cDit is dus enersyds verstommend dat die Kommissaris kan beweer dat daar \u2019n afname is in plaasaanvalle en \u2013moorde, en andersyds wys dit op die foutfaktor op die polisie se eie statistiek. Vermoedelik is ander syfers van hulle dan ook verkeerd,\u201d s\u00ea mnr. Geldenhuys. Hierdie ongewenste situasie bring mee dat die SAPD hulle eie syfers openbaar moet maak. Daar is geen rede anders as om hul eie onvermo\u00eb te probeer verdoesel om dit nie bekend te stel op \u2018n gereelde basis nie.<\/p>\n
\u201cDie MRK-verhoor het al genoeg getuienis aangehoor van gebrekkige polisie-optrede, om welke rede ook al. Waar daar dan nog \u2018n beroep op die gemeenskap gedoen word om die polisie by te staan, is hulle strukture nie in plek nie, soos blyk uit die chaotiese toestand rondom polisie reserviste.<\/p>\n

\u201cIn sekere tradisioneel swart gemeenskappe gebeur dit toenemend dat reg in eie hande geneem word omdat die polisie nie optree nie. Dit sal \u2019n donker dag wees as daardie soort optrede sou uitkring. Ook die boere raak ongeduldig met die gevoel dat hulle eintlik vo\u00eblvry is,\u201d s\u00ea mnr. Geldenhuys.<\/p>\n

He reacted on the<\/span> Commissioner<\/span>‘s submission to<\/span> the<\/span> Human Rights Commission<\/span> (<\/span>HRC) where she said that farm murders are<\/span> declining and<\/span> that there<\/span> is no difference<\/span> between a<\/span> farm murder<\/span> and any other<\/span> murder.<\/span> <\/p>\n Earlier TAU<\/span> SA released its<\/span> figures for<\/span> farm murders<\/span> for 2014 until the<\/span> end of September<\/span>. Accordingly<\/span> it seems that<\/span> this year<\/span> 53<\/span> murders<\/span> occurred<\/span> in 210<\/span> attacks<\/span>. This represents<\/span> a sharp<\/span> increase over<\/span> 2013<\/span>, when<\/span> until the<\/span> end of<\/span> September 43<\/span> murders<\/span> occurred<\/span> in 164<\/span> attacks<\/span>. “<\/span>It is<\/span> amazing that<\/span> on one hand<\/span> the<\/span> Commissioner may<\/span> assert<\/span> that there<\/span> is a decline<\/span> in<\/span> farm attacks and<\/span> murders<\/span>, and<\/span> on the other hand showing<\/span> the<\/span> error<\/span> factor on<\/span> the<\/span> police<\/span>‘s own statistics<\/span>. Presumably,<\/span> other<\/span> police statistics will be wrong too,” said Mr<\/span> Geldenhuys<\/span>. This<\/span> unacceptable<\/span> situation<\/span> requires<\/span> the<\/span> SAPS<\/span> have to make their<\/span> own statistics public<\/span>. There<\/span> is<\/span> no reason<\/span> other than their<\/span> own<\/span> inability<\/span> to try<\/span> to<\/span> disguise<\/span> it,<\/span> than to announce crime statistics<\/span> on a regular<\/span> basis.<\/span> <\/p>\n “<\/span>The HRC<\/span> hearing has<\/span> learnt about enough<\/span> evidence<\/span> of<\/span> a lack of<\/span> police action<\/span>, for any reason whatsoever<\/span>. Where appeals to<\/span> the<\/span> community<\/span> to assist the police are made<\/span>, the SAPS structures<\/span> are not in<\/span> place,<\/span> as<\/span> the<\/span> chaotic situation<\/span> around<\/span> police<\/span> reservists indicates<\/span>. <\/p>\n “<\/span>In some<\/span> of the traditionally black<\/span> communities it happens<\/span> nowadays more regularly that the<\/span> law is taken into their own<\/span> hands<\/span> because<\/span> the<\/span> police<\/span> do not<\/span> act<\/span>. It<\/span> will be a dark<\/span> day<\/span> if that<\/span> kind of behaviour would<\/span> spread<\/span>.
