Meintjes het gereageer op toenemende bespiegelinge dat rentekoerse binnekort verhoog kan word, dat Eskom weer vroeg in die nuwe jaar drastiese tariefverhogings in werking kan stel, maar bowenal dat daar al hoe meer gerugte die rondte doen dat belastings verhoog gaan word.<\/p>\n<p>&nbsp;<\/p>\n<p>\u201cAdv Richard Sizani, waarnemende voorsitter van die Staatsdienskommissie, het onthul dat staatsdepartemente op die rand van ineenstorting staan. Munisipaliteite kan nie meer dienste lewer nie, want die geld raak eenvoudig weg. Individuele elektrisiteiteverbruikers, waaronder landbouers \u2018n groot deel uitmaak, moet munisipaliteite met elektrisiteit subsidieer omdat di\u00e9 met miljoene rande agterstallig is, en skotvry daarvan af kom. Steeds meer plaaslike owerhede kry gekwalifiseerde ouditverslae, en nou blyk dit dat, behalwe die Nkandla-debakel, die kantoor van die President ook nog miljoene rande te veel spandeer het,\u201d s\u00ea mnr. Meintjes.<\/p>\n<p>&nbsp;<\/p>\n<p>\u201cHoe kan die staat dit selfs oorweeg om die belastingbetaler nog meer te wil melk net sodat hy nog meer kan vermors, en sodat buitensporige salarisse van wanfunksionele amptenare betaal kan word? Suid-Afrika se belastingverdeling is reeds oneweredig. \u2018n Minderheid van die bevolking moet \u2018n hele nie-funksionele en dikwels korrupte burokrasie aan die gang hou. Hulle kan dit eenvoudig nie meer doen nie, en belastingbetalers gaan een of ander tyd vir hulleself die vraag afvra of hulle nog enigsins verdere belasting wil betaal?<\/p>\n<p>&nbsp;<\/p>\n<p>\u201cDit is ook ongehoord dat die Ouditeur-Generaal die een verdoemende verslag na die ander die lig laat sien, maar niemand word skynbaar ooit strafregtelik of sivielregtelik daarvoor vervolg nie. Die belastingbetaler kan nie nog verder daarvoor aanspreeklik gehou word nie. Geen belastingverhoging behoort enigsins oorweeg te word nie voordat die Staat nie oor \u2018n tydperk getoon het dat hy bereid is om die voorbeeld te stel in doeltreffende bestuur en oordeelkundige gebruik van belastingbetalersgeld nie,\u201d s\u00ea mnr. Meintjes.<\/p>\n<p>&nbsp;<\/p>\n<p>\u2018n Behoorlike en deursigtige ondersoek behoort gedoen te word oor wat die werklike oorsake vir die swak prestasie op al die vlakke in die regering is.&nbsp; \u2018n Eerlike bevinding sal wees dat die prys van \u201caffirmative action\u201d nou te duur geraak het vir Suid-Afrika.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: center;\" align=\"center\"><span class=\"hps\"><strong>Possibility of higher tax<\/strong><\/span><strong> <span class=\"hps\">unacceptable<\/span><\/strong><\/p>\n<p> <span class=\"hps\">&#8220;<\/span>Until what point will <span class=\"hps\">taxpayers be driven<\/span> <span class=\"hps\">before<\/span> they draw <span class=\"hps\">a definitive line<\/span> <span class=\"hps\">and<\/span> <span class=\"hps\">decide that<\/span> <span class=\"hps\">enough<\/span> <span class=\"hps\">is<\/span> <span class=\"hps\">enough<\/span>?&#8221; asks <span class=\"hps\">TAU<\/span> <span class=\"hps\">SA President<\/span>, <span class=\"hps\">Mr<\/span>. <span class=\"hps\">Louis<\/span> <span class=\"hps\">Meintjes<\/span>.<\/p>\n<p> <span class=\"hps\">Mr<\/span>. <span class=\"hps\">Meintjes<\/span> <span class=\"hps\">has responded to<\/span> <span class=\"hps\">growing<\/span> <span class=\"hps\">speculation<\/span> <span class=\"hps\">that interest rates<\/span> <span class=\"hps\">will soon<\/span> <span class=\"hps\">increase,<\/span> <span class=\"hps\">that<\/span> <span class=\"hps\">Eskom<\/span> can announce a drastic increase in its rates <span class=\"hps\">early in the<\/span> <span class=\"hps\">New Year<\/span>, <span class=\"hps\">but<\/span> <span class=\"hps\">most importantly<\/span> <span class=\"hps\">that<\/span> <span class=\"hps\">there is growing<\/span> <span class=\"hps\">rumours<\/span> <span class=\"hps\">doing the rounds<\/span> <span class=\"hps\">that taxes<\/span> <span class=\"hps\">would be raised.<\/span><\/p>\n<p> <span class=\"hps\">&#8220;<\/span>Adv <span class=\"hps\">Richard<\/span> <span class=\"hps\">Sizani<\/span>, <span class=\"hps\">acting<\/span> <span class=\"hps\">chairman of<\/span> <span class=\"hps\">the<\/span> <span class=\"hps\">Public Service Commission<\/span>, revealed that <span class=\"hps\">government departments are<\/span> <span class=\"hps\">on the brink<\/span> <span class=\"hps\">of collapse<\/span>. <span class=\"hps\">Municipalities cannot<\/span> <span class=\"hps\">provide services<\/span> because <span class=\"hps\">the money<\/span> <span class=\"hps\">simply<\/span> <span class=\"hps\">disappears<\/span>. <span class=\"hps\">Individual<\/span> <span class=\"hps\">electricity consumers<\/span>, <span class=\"hps\">including<\/span> <span class=\"hps\">farmers,<\/span> have to a great extent, to <span class=\"hps\"> subsidize those municipalities<\/span> who are with millions of rand in arrears with their electricity bills. <span class=\"hps\">Local<\/span> <span class=\"hps\">authorities get increasingly<\/span> <span class=\"hps\">qualified<\/span> <span class=\"hps\">audit<\/span> <span class=\"hps\">reports<\/span> <span class=\"hps\">and<\/span> <span class=\"hps\">now it seems that<\/span> <span class=\"hps\">the<\/span> <span class=\"hps\">Office<\/span> <span class=\"hps\">of<\/span> <span class=\"hps\">the<\/span> <span class=\"hps\">President<\/span> <span class=\"hps\">also<\/span> over<span class=\"hps\">spent<\/span> millions of rands<span class=\"hps\">. That is over and above the<\/span> <span class=\"hps\">Nkandla<\/span> <span class=\"hps\">debacle<\/span>,<span class=\"hps\">&#8221; said Mr<\/span> <span class=\"hps\">Meintjes<\/span>.<\/p>\n<p> <span class=\"hps\">&#8220;<\/span>How <span class=\"hps\">can<\/span> <span class=\"hps\">the<\/span> <span class=\"hps\">government<\/span> <span class=\"hps\">even consider<\/span> milking <span class=\"hps\">the<\/span> <span class=\"hps\">taxpayers<\/span> with higher taxes <span class=\"hps\">just so<\/span> that <span class=\"hps\">even more<\/span> can be <span class=\"hps\">wasted<\/span> <span class=\"hps\">and<\/span> <span class=\"hps\">exorbitant<\/span> <span class=\"hps\">salaries paid to malfunctioning<\/span> <span class=\"hps\">officials<\/span>? <span class=\"hps\">South<\/span> <span class=\"hps\">Africa<\/span>&#8216;s <span class=\"hps\">taxation is<\/span> <span class=\"hps\">uneven<\/span>. <span class=\"hps\">A minority<\/span> <span class=\"hps\">of<\/span> <span class=\"hps\">the population<\/span> <span class=\"hps\">have to keep<\/span> <span class=\"hps\">an entire<\/span> <span class=\"hps\">non<\/span><span class=\"atn\">&#8211;<\/span>functional <span class=\"hps\">and often<\/span> <span class=\"hps\">corrupt<\/span> <span class=\"hps\">bureaucracy<\/span> <span class=\"hps\">going<\/span>. <span class=\"hps\">They<\/span> <span class=\"hps\">simply cannot<\/span> <span class=\"hps\">do that anymore<\/span> <span class=\"hps\">and taxpayers<\/span> <span class=\"hps\">are going to ask themselves whether<\/span> <span class=\"hps\">they<\/span> are willing and able to pay even more <span class=\"hps\">tax<\/span>?<\/p>\n<p> <span class=\"hps\">&#8220;<\/span>It <span class=\"hps\">is<\/span> <span class=\"hps\">outrageous that<\/span> <span class=\"hps\">the<\/span> <span class=\"hps\">Auditor<\/span><span class=\"atn\">&#8211;<\/span>General releases the one <span class=\"hps\">damning<\/span> <span class=\"hps\">report<\/span> <span class=\"hps\">after another<\/span> <span class=\"hps\">while no one<\/span> is <span class=\"hps\">seemed to<\/span> <span class=\"hps\">be<\/span> <span class=\"hps\">criminally<\/span> prosecuted <span class=\"hps\">or<\/span> <span class=\"hps\">civil held liable<\/span>. <span class=\"hps\">The<\/span> <span class=\"hps\">taxpayer cannot<\/span> <span class=\"hps\">take responsibility for<\/span> this anymore<span class=\"hps\">. <\/span> <span class=\"hps\">No tax<\/span> <span class=\"hps\">increase<\/span> <span class=\"hps\">should<\/span> <span class=\"hps\">even be considered<\/span> <span class=\"hps\">before<\/span> government <span class=\"hps\">has set<\/span> <span class=\"hps\">the example<\/span> <span class=\"hps\">in<\/span> <span class=\"hps\">effective<\/span> <span class=\"hps\">management and<\/span> sound<span class=\"hps\"> usage<\/span> <span class=\"hps\">of<\/span> <span class=\"hps\">taxpayers&#8217; money<\/span>,&#8221; says <span class=\"hps\">Mr<\/span>. <span class=\"hps\">Meintjes<\/span>.<\/p>\n<p> <span class=\"hps\">A proper<\/span> <span class=\"hps\">and transparent<\/span> <span class=\"hps\">investigation should<\/span> <span class=\"hps\">be done<\/span> <span class=\"hps\">on what<\/span> are <span class=\"hps\">the<\/span> <span class=\"hps\">real causes<\/span> <span class=\"hps\">for the<\/span> <span class=\"hps\">poor<\/span> <span class=\"hps\">performance<\/span> <span class=\"hps\">on all<\/span> <span class=\"hps\">levels<\/span> <span class=\"hps\">in<\/span> <span class=\"hps\">the government.<\/span> <span class=\"hps\">An honest<\/span> <span class=\"hps\">conclusion<\/span> <span class=\"hps\">would<\/span> <span class=\"hps\">be that<\/span> <span class=\"hps\">the<\/span> <span class=\"hps\">price of<\/span> <span class=\"hps\">&#8220;affirmative action<\/span>&#8221; has become <span class=\"hps\">too expensive<\/span> <span class=\"hps\">for<\/span> <span class=\"hps\">South<\/span> <span class=\"hps\">Africa<\/span>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>\u201cTot waar moet belastingbetalers gedryf word voordat hulle \u2018n duidelike streep trek en besluit dat genoeg nou genoeg is?\u201d vra TLU SA se President, mnr.
